MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES

                             August 20, 2008

 

The regular meeting of the Board of Trustees of the Northwest Mosquito Abatement District was held Wednesday, August 20, 2008 at 7:30 pm.

 

There being a presence of a quorum, Arnold D. Kincaid, President called the meeting to order.

 

Trustees present:  Arnold D. Kincaid, President;  Daniel R. Ansani, Vice President and Assistant Secretary; Richard A. David, Secretary and Assistant Treasurer; Karen V. Mills, Vice President and Assistant Secretary/Treasurer.

 

Trustees absent: William Schneck, Treasurer.

 

Also present:  Donald Veverka, Attorney; Michael Szyska, Director.

 

The minutes of the July 2008 meeting were read. Daniel R. Ansani made a motion to accept the minutes as read and Richard A. David seconded the motion.

 

The Secretary called the roll and all ayes had been cast for approval of the motion and thereby declared the motion carried.

 

The Treasurer's Report for July 2008 was presented and all checks were approved for payment.  Karen V. Mills made a motion to accept the report as read and Richard A. David seconded the motion.

Mr. Veverka reported that the budget has been completed.  The Treasurer’s Statement needs to be filed with the County by the end of October and the fiscal year end audit also needs to printed in a local newspaper.

 

Mr. Veverka sent the Trustees and Director a memo on updating the Rules and Regulations.  Mr. Veverka will have the final draft for the next Board meeting.

 

Mr. Szyska highlighted some items from the staff reports.  The crews are starting to leave.  They have been treating with Altosid pellets.  The lab has found Aedes japonicus again.  As of today there are 2 human cases of WNV in IL neither in Cook County.  Warm dry weather increases the chance of human cases.  The recent rain should increase the nuisance mosquitoes.  The District will continue night spraying when necessary – prioritizing for WNV.

 

Mr. Szyska talked about the possibility of purchasing gasoline through the Northwest Municipal Conference.  There will be truck bids for the next Board meeting.

 

Mr. Szyska mentioned that he has been contacted by a management company for a homeowners association in Northfield township that is interested in annexing to the District.  A few of the homes are already within the District borders.

 

Mr. Szyska has been reviewing the AIG insurance policies.  He would like to hire a consultant to review the policy to make sure the District is fully covered for all operations.  DesPlaines Valley MAD would pay part of the cost.  Daniel R. Ansani made a motion to hire Lamb, Little & Co. to review the insurance policies.  Karen V. Mills seconded the motion.

 

The Secretary called the roll and all ayes had been cast for approval of the motion and thereby declared the motion carried.

 

Mr. Szyska gave the Trustees information on bank collateralization of funds.  He will be having a phone conference with the bank on this Thursday.

 

There being no further business to come before the Board a motion was made to adjourn and it passed unanimously.
