MINUTES
OF THE MEETING OF THE BOARD OF TRUSTEES
June
18, 2008
The
regular meeting of the Board of Trustees of the Northwest Mosquito Abatement
District was held Wednesday, June 18, 2008 at 7:30 pm.
There
being a presence of a quorum, Arnold D. Kincaid, President called the meeting
to order.
Trustees
present: Arnold D. Kincaid,
President; Daniel R. Ansani, Vice
President and Assistant Secretary; Richard A. David, Secretary and Assistant
Treasurer; William Schneck, Treasurer; Karen V. Mills, Vice President and
Assistant Secretary/Treasurer.
Also
present: Donald Veverka, Attorney;
Michael Szyska, Director.
The
minutes of the May 2008 meeting were read. Daniel R. Ansani made a motion to accept
the minutes as read and William Schneck seconded the motion.
The
Secretary called the roll and all ayes had been cast for approval of the motion
and thereby declared the motion carried.
The
Treasurer's Report for May 2008 was presented and all checks were approved for
payment. Richard A. David made a motion
to accept the report as read and Daniel R. Ansani seconded the motion.

Karen
V. Mills resolved that the following Prevailing Wage Ordinance be included in
the minutes. William Schneck seconded
the motion.
WHEREAS, the State of Illinois has enacted "An
Act regulating wages of laborers, mechanics and other workers employed in any
public works by the State, county, city or any public body or any political
subdivision or by any one under contract for public works", approved June
26, 1941, as amended (Illinois Compiled Statutes Annotated, 1992, 820 ILCS
130/1 et seq. as amended by Public Act 86-1324); and,
WHEREAS, the aforesaid Act requires that
the NORTHWEST MOSQUITO
ABATEMENT
DISTRICT, located in
mechanics
and other workers in the locality of said NORTHWEST MOSQUITO ABATEMENT
DISTRICT, located in
construction
of public works, for said NORTHWEST MOSQUITO ABATEMENT DISTRICT.
NOW, THEREFORE, BE IT ORDAINED by the Board
of Trustees of the NORTHWEST MOSQUITO ABATEMENT DISTRICT:
SECTION 1:
To the extent and as required by "An Act regulating wages of
laborers, mechanics and other workers employed in any public works by the
State, county, city or any public body or any political subdivision or by any
one under contract for public works", approved June 26, 1941, as amended,
the general prevailing rate of wages in this locality for laborers, mechanics
and other workers engaged in construction of public works coming under the
jurisdiction of the NORTHWEST MOSQUITO ABATEMENT DISTRICT is hereby ascertained
to be the same as the prevailing rate of wages for construction work in Cook
County area as determined by the Department of Labor of the State of Illinois
as of June of the current year, a copy of that determination being attached
hereto and incorporated herein by reference.
As required by said Act, any and all revisions of the prevailing rate of
wages by the Department of Labor of the State of
SECTION 2:
Nothing herein contained shall be construed to apply said general
prevailing rate of wages as herein ascertained to any work or employment except
public works construction of the NORTHWEST MOSQUITO ABATEMENT DISTRICT to the
extent required by the aforesaid Act.
SECTION 3:
The Secretary and Director of the NORTHWEST MOSQUITO ABATEMENT DISTRICT
shall publicly post or keep available for inspection by any interested party in
the main office of the NORTHWEST MOSQUITO ABATEMENT DISTRICT this determination
or any revisions of such prevailing rate of wage. A copy of this determination or of the
current revised determination of prevailing rate of wages then in effect shall
be attached to all contract specifications.
SECTION 4:
The Secretary and Director of the NORTHWEST MOSQUITO ABATEMENT DISTRICT
shall mail a copy of this determination to any employer, and to any association
of employers and to any person or association of employees who have filed their
names and addresses, requesting copies of
any
determination stating the particular rates and the particular class of workers
whose wages will be affected by such rates.
SECTION 5:
The Secretary and Director of the NORTHWEST MOSQUITO
ABATEMENT
DISTRICT shall promptly file a certified copy of this Ordinance with both
the Secretary of State Index Division and the Department of Labor of the State
of

The Secretary and Director of the NORTHWEST MOSQUITO ABATEMENT DISTRICT
shall cause to be published in a newspaper of general circulation within the area
a copy of this Ordinance, and such publication shall constitute notice that the
determination is effective and that this is the determination of this public
body.

Mr.
Veverka mentioned that the Tax Levy Edit report should be received by the
District in July or August. Mr. Veverka
also received a phone call from the office of the President of Cook County
Board regarding the District and Trustee terms of office.
Mr.
Szyska gave an update on District operations.
The New Jersey trap counts have been fairly low due to the higher winds
and colder temperatures. Field
Operations have been working overtime inspecting and treating water. To date the Lab has not found any WNV positive
mosquito batches.
Mr.
Szyska presented a quote for $6960. from Soumar for repairing some brickwork on
the west side of the Elk Grove facility.
This is the company who repaired the lightning damage to the chimney and
has also done work for Des Plaines Valley MAD.
The board approved the repairs.
Ms.
Mills asked about the wall the District plans to build in the Lab. Mr. Szyska said that it would be done in the
off-season. Dave Baker has drawn up plans.
Mr.
Szyska mentioned that the District has already made an Altosid purchase this
season and will need to make another one.
He also mentioned that the crews have gone back to the catch basin
treatments they started before the heavy rains came.
Mr.
Szyska mentioned that the Teamsters Local 714 has been placed under Trusteeship
of Teamsters Local 726. The Union
contract expires Feb 2009.
There
being no further business to come before the Board a motion was made to adjourn
and it passed unanimously.
