OF THE MEETING OF THE BOARD OF TRUSTEES
June
16, 2010
The
regular meeting of the Board of Trustees of the Northwest Mosquito Abatement
District was held 7:30 pm Wednesday, June 16, 2010 at 147 West Hintz Road,
Wheeling, IL.
There
being a presence of a quorum, Arnold D. Kincaid, President called the meeting
to order.
Trustees
present: Arnold D. Kincaid, President; Daniel
R. Ansani, Vice President and Assistant Secretary; Richard A. David, Secretary
and Assistant Treasurer; William Schneck, Treasurer; Karen V. Mills, Vice
President and Assistant Secretary/Treasurer.
Also
present: Richard Rosen, Attorney;
Michael Szyska, Director.
The
minutes of the May 2010 meeting were read. Daniel R. Ansani made a motion to accept
the minutes as read and William Schneck seconded the motion.
The
Secretary called the roll and all ayes had been cast for approval of the motion
and thereby declared the motion carried.
The
Treasurer's Report for May 2010 was presented and all checks were approved for
payment. Daniel R. Ansani made a motion
to accept the report as read and Karen Mills seconded the motion.

Karen
V. Mills resolved that the following Prevailing Wage Ordinance be included in
the minutes. Richard A. David seconded
the motion.
WHEREAS, the State of Illinois has enacted "An
Act regulating wages of laborers, mechanics and other workers employed in any
public works by the State, county, city or any public body or any political
subdivision or by any one under contract for public
works", approved June 26, 1941, as amended (Illinois Compiled Statutes
Annotated, 1992, 820 ILCS 130/1 et seq. as amended by Public Act
86-1324); and,
WHEREAS, the aforesaid Act requires that
the NORTHWEST MOSQUITO
ABATEMENT
DISTRICT, located in
NOW, THEREFORE, BE IT ORDAINED by the Board
of Trustees of the NORTHWEST MOSQUITO ABATEMENT DISTRICT:
SECTION 1:
To the extent and as required by "An Act regulating wages of
laborers, mechanics and other workers employed in any public works by the
State, county, city or any public body or any political subdivision or by any one under contract for public works", approved
June 26, 1941, as amended, the general prevailing rate of wages in this
locality for laborers, mechanics and other workers engaged in construction of
public works coming under the jurisdiction of the NORTHWEST MOSQUITO ABATEMENT
DISTRICT is hereby ascertained to be the same as the prevailing rate of wages
for construction work in Cook County area as determined by the Department of
Labor of the State of Illinois as of June of the current year, a copy of that
determination being attached hereto and incorporated herein by reference. As required by said Act, any and all
revisions of the prevailing rate of wages by the Department of Labor of the
State of
SECTION 2:
Nothing herein contained shall be construed to apply said general
prevailing rate of wages as herein ascertained to any work or employment except
public works construction of the NORTHWEST MOSQUITO ABATEMENT DISTRICT to the
extent required by the aforesaid Act.
SECTION 3:
The Secretary and Director of the NORTHWEST MOSQUITO ABATEMENT DISTRICT
shall publicly post or keep available for inspection by any interested party in
the main office of the NORTHWEST MOSQUITO ABATEMENT DISTRICT this determination
or any revisions of such prevailing rate of wage. A copy of this determination or of the
current revised determination of prevailing rate of wages then in effect shall
be attached to all contract specifications.
SECTION 4:
The Secretary and Director of the NORTHWEST MOSQUITO ABATEMENT DISTRICT
shall mail a copy of this determination to any employer, and to any association
of employers and to any person or association of employees who have filed their
names and addresses, requesting copies of any determination stating the
particular rates and the particular class of workers whose wages will be
affected by such rates.
SECTION 5: The Secretary and Director of the NORTHWEST
MOSQUITO
ABATEMENT
DISTRICT shall promptly file a certified copy of this Ordinance with both
the Secretary of State Index Division and the Department of Labor of the State

The Secretary and Director of the NORTHWEST MOSQUITO ABATEMENT DISTRICT
shall cause to be published in a newspaper of general circulation within the
area a copy of this Ordinance, and such publication shall constitute notice
that the determination is effective and that this is the determination of this
public body.

Mr.
Rosen mentioned that the Tax Levy Edit report has been signed.
Mr.
Rosen updated the Trustees on the Village Green vs
Arlington Heights lawsuit.
Mr.
Szyska highlighted a few items from the staff reports. Some areas of the District have a severe
mosquito problem. All of Palatine
Township and part of Barrington Township were sprayed last week. Weather permitting we are planning to spray
Hanover Township tonight and tomorrow spray along the Des Plaines River and
some other areas.
Mr.
Szyska gave the Trustees updated handouts on WNV in the state and country. WNV has not been found in Cook County yet.
Mr.
Szyska mentioned that the Natular has been received and the District has also
purchased more Agnique and Altosid.
Mr.
Szyska indicated that the fiscal year-end audit is almost done. GASB45 requires an actuarial study on
post-retirement health insurance liability.
Mr. Szyska said the cost should be under $1000.
Mr.
Szyska mentioned that the EPA released the preliminary NPDES permit
requirements and comments are due in July.
Mr. Szyska is reviewing the draft permit and will file some comments to
the EPA.
There
being no further business to come before the Board a motion was made to adjourn
and it passed unanimously.
