MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES

                            October 17, 2007

 

The regular meeting of the Board of Trustees of the Northwest Mosquito Abatement District was held Wednesday, October 17, 2007 at 7:30 pm.

 

There being a presence of a quorum, Arnold D. Kincaid, President called the meeting to order.

 

Trustees present:  Arnold D. Kincaid, President; Daniel R. Ansani, Vice President and Assistant Secretary; Richard A. David, Secretary and Assistant Treasurer; Karen V. Mills, Vice President and Assistant Secretary/Treasurer.

 

Trustees absent:  William Schneck, Treasurer.

 

Also present:  Donald Veverka, Attorney; Michael Szyska, Director.

 

The minutes of the September 2007 meeting were read. Daniel R. Ansani made a motion to accept the minutes as read and Karen V. Mills seconded the motion.

 

The Secretary called the roll and all ayes had been cast for approval of the motion and thereby declared the motion carried.

 

The Treasurer's Report for September 2007 was presented and all checks were approved for payment.  Richard A. David made a motion to accept the report as read and Daniel R. Ansani seconded the motion.

Mr. Szyska mentioned that he has invited a representative from the IL Municipal Retirement Fund to speak to the employees.  Mr. Szyska has taken some agent certification courses since he is the District’s new IMRF Authorized Agent.

 

Mr. Szyska mentioned that the District has received the GIS maps from Cook County.  Mr. Mike Mancuso, Field Supervisor, has completed the first sample maps for review.  Mr. Tom Anderson, the new Entomologist, has worked with GIS programs. 

 

Mr. Szyska reported that Internal Services has been winterizing the shops and replacing the sodium vapor lamps.  The inspection of the Wheeling underground storage tank will be done next week.

 

Mr. Szyska mentioned that Mr. Anderson found Ochlerotatus japonicus in a trap in the east end of the District.  This is a rock pool, rural or forest mosquito that is a significant vector for diseases.  It has been found in South Cook County MAD for 2 years.  Mr. Anderson will use Ovi-position traps in spring to look for Ochlerotatus japonicus and Aedes albopictus mosquitoes.

 

Mr. Szyska updated the Board on WNV in the District and state.  The culex mosquitoes have gone into diapause.  There are some vexan mosquitoes around but with most evenings in the 50’s adulticiding has stopped. 

 

Mr. Szyska mentioned that the AMCA convention will be March 1st – 6th in Sparks Nevada. 

 

Mr. Richard A. David, signed the Treasurer’s Statement for the fiscal year May 1, 2006 to April 30, 2007.  The Attorney’s will file the statement and attachments with Cook County.

 

Mr. Veverka reported that the Annual Audit from the Accountants was published in a local newspaper. 

 

Mr. Szyska mentioned that the Legislature overrode the Governor’s veto on the mosquito abatement district annexation legislation.

 

A Motion was made to adjourn into Executive Session pursuant to 5 ILCS 120/2(c)(2), and it passed unanimously.

 

The Board reconvened the regular meeting.

 

Daniel R. Ansani made a motion to keep confidential all minutes of Executive Sessions not previously disclosed.  The motion was seconded by Karen V. Mills.

 

The Secretary called the roll and all ayes had been cast for approval of the motion and thereby declared the motion carried.

 

There being no further business to come before the Board a motion was made to adjourn and it passed unanimously.
