MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES

                           September 19, 2007

 

The regular meeting of the Board of Trustees of the Northwest Mosquito Abatement District was held Wednesday, September 19, 2007 at 7:30 pm.

 

There being a presence of a quorum, Arnold D. Kincaid, President called the meeting to order.

 

Trustees present:  Arnold D. Kincaid, President; Daniel R. Ansani, Vice President and Assistant Secretary; Richard A. David, Secretary and Assistant Treasurer; William Schneck, Treasurer; Karen V. Mills, Vice President and Assistant Secretary/Treasurer.

 

Also present:  Donald Veverka, Attorney; Michael Szyska, Director.

 

The minutes of the August 2007 meeting were read. Daniel R. Ansani made a motion to accept the minutes as read and William Schneck seconded the motion.

 

The Secretary called the roll and all ayes had been cast for approval of the motion and thereby declared the motion carried.

 

The Treasurer's Report for August 2007 was presented and all checks were approved for payment.  Richard A. David made a motion to accept the report as read and Daniel R. Ansani seconded the motion.

Mr. Veverka mentioned the Tax Levy report has not been sent yet.  He reminded the Trustees that the Treasurer’s statement will be signed at the October meeting.  The Year-End Fiscal Audit has been sent to the Herald for publication.

 

Mr. Szyska mentioned that the new Entomologist has started. 

 

Mr. Szyska updated the Trustees on WNV locally and nationally.  He mentioned that this is the first year since WNV arrived that we have also had a severe nuisance mosquito problem.  This made it very difficult since WNV takes precedence over nuisance mosquito control.

 

Mr. Szyska mentioned that the underground storage tank testing has been delayed until the end of October.

 

Mr. Szyska is looking at a different test for WNV.  The manufacturer of the VecTest has had manufacturing problems this year and IL Natural History Survey was unable to run PCR tests for a period of time compounding the situation.  The District has enough VecTests to finish the season.  He is concerned about next season and whether the manufacturer will solve their problem.  The RAMP test will require more costly equipment to run it, takes longer and only checks for WNV not St. Louis & EEE encephalitis.  The assay is more sensitive than the VEC test.

 

Mr. Szyska mentioned that the last of the seasonal employees will be let go at the end of the month.  He requested a special bonus for the lab assistants.  They took over most of the Entomologist’s duties after Ms. Shaunnessey left and have helped show Mr. Anderson the District’s procedures. The Board approved the bonus leaving the specific amount to Mr. Szyska but it should not exceed $500 per lab assistant.

 

The Board opened the following truck bids

 

     Hoskins Chevrolet       $19,452.00

     Stasek Chevrolet        $18,665.00

     Biggers Chevrolet       $19,094.00

     Hare Chevrolet          $19,250.00

     Packey Webb Ford        $16,870.00

 

After discussion of the specifications, and pending a review of them, Karen Mills made a motion to purchase three trucks from Bill Stasek Chevrolet.  The motion was seconded by Daniel R. Ansani.

 

There being no further business to come before the Board a motion was made to adjourn and it passed unanimously.
